Regulations the T-Mobile New Horizons IFF 2016 - entry form

1.
GENERAL

1.1
The New Horizons Association, with its registered seat in Warsaw (00-153), Poland, ul. Zamenhofa 1 (hereinafter referred to as the Organizer) is the organizer of the 14th T-MOBILE NEW HORIZONS International Film Festival (hereinafter referred to as the Festival) as well as of the competitions run as part of the Festival.

1.2
The Festival will be held between 21 - 31 July 2016 in Wroclaw, Poland.

1.4
Submission to the Festival is open to feature films, documentaries, animations, experimental films, short films and innovative visual productions completed after January 1, 2015.

1.5
Film formats and video systems that can be presented at the festival are: DCP, 35mm, Blu-ray; presentation of other formats or HD files requires the authorization of the Festival.

1.6
The Festival gives priority to Polish premieres. Films that have already been shown in Poland are not admitted for the NEW HORIZONS International Competition and FILMS ON ART International Competition.

1.7
The Festival`s programme committee selects and individually invites the films that will participate in the Festival, and also reserves the right to select the section in which the films will be presented.

1.8
A selected film cannot be withdrawn from the programme after June 15, 2016.

2.
COMPETITIONS

2.1
NEW HORIZONS International Competition - innovative, author driven feature films, creative documentary, experimental and animated films.

Eligible for the New Horizons International Competition are:

  • films over 60 minutes
  • films that have never been presented in Poland at any public screenings
  • films completed after 1 January 2015

Awards*:

  • Grand Prix and 20,000 Euro in cashfor the director of the winning film selected by an international jury. The winning film is guaranteed distribution** in Poland.
  • Audience Award - the winner is selected by the audience. The winning film is guaranteed distribution** in Poland.
  • The prize of the International Critics (FIPRESCI PRIZE). The winning film is guaranteed distribution** in Poland.

None of the awards may be given ex-aequo.

Each jury may award one special mention only.

2.2
FILMS ON ART International Competition - innovative, creative, author driven documentaries and docu-fictions on culture, music, art and artistic practices.

Eligible for the FILMS ON ART International Competition are:

  • films over 60 minutes
  • films that have never been presented in Poland at any public screenings
  • films completed after 1 January 2015

Awards*:

  • Best Film Award and 10,000 Euro in cash for the director of the winning filmselected by an international jury.
  • The winning film is guaranteed distribution** in Poland.

None of the awards may be given ex-aequo.

Each jury may award one special mention only.

2.3
POLISH SHORT FILMS Competition - Polish documentaries, feature, experimental and animated films

Eligible for the POLISH SHORT FILMS Competition are:

  • films up to 30 minutes
  • films completed after January 1, 2015.

The Festival will not pay a screening fee for the selected films

Awards*:

The international jury will award three films:

  • 1st Award and 10.000 PLN in cash
  • 2nd Award and 7.000 PLN in cash
  • 3rd Award and 5.000 PLN in cash

The cash prizes will be awarded to the directors of the winning films.

Films that are eligible for Magnify Competition (2.5) can be submitted in both categories.

2.4
EUROPEAN SHORTS Competition - European documentaries, feature, experimental and animated films.

Eligible for the INTERNATIONAL SHORT FILMS Competition are:

  • European productions only
  • films up to 30 minutes,
  • films completed after January 1, 2015.

The Festival will not pay a screening fee the selected films

Awards*:

The international jury will award three films:

  • 1st Award and 2.000 Euro in cash
  • 2nd Award and 1.500 Euro in cash
  • 3rd Award and 1.000 Euro in cash

The cash prizes will be awarded to the directors of the winning films.

2.5
MAGNIFY Competition

"Magnify" Competition - documentaries, fiction, experimental films, animation, videoclips, videoart and school shorts

In "ZOOM" competition can participate:

  • films made by filmmakers living or studying in the Lower Silesia region, or produced by a company registered in the Lower Silesia region or films, which subject matter is directly related to the city of Wroclaw or Lower Silesia
  • films competed after 1 January 2015
  • feature and medium- length and shorts
  • films, that have a national distributor or financed in 100% by TV are excluded from the competition
  • the festival will not pay a screening fee for the selected films

Awards:

  • Award for the best film and 10.000 PLN for the director of the winning film
  • Award for the best videoclip and 5000 PLN for the director of the winning videoclip

"ZOOM" fellowship for the filmmaker under 40 (living or studying in Lower Silesia) consisting of 1000 PLN paid monthly for a period of one year.

Films that are eligible for The Polish Short Films Competition (2.3) can be submitted in both categories.

3.
NON-COMPETITIVE SECTIONS

3.1
Panorama - films awarded at international film festivals, made by both renowned directors and newly discovered talents.

3.2
Midnight Madness - films playing with conventions and referring to genre cinema.

3.3
The Third Eye - innovative productions made by visual artists.

3.4
Country or Region in Focus - every year a different country or region is presented

3.5
Retrospectives -  presentation of selected directors, whose works are either already part of the canon or set new trends in the cinematic language.

4.
DEADLINES, MATERIALS AND SCREENINGS

4.1
The submission deadline expires on March 15, 2016.

4.2
Only films (DVD or link with the access to the online version of the film) accompanied by duly filled official entry forms and requested documentation are accepted for selection.

4.3
Selection results will be announced not later than 40 days before the Festival.

4.4
Due to an enormous number of entries the Organizer will only inform the entrants whose films
were selected. The Festival`s programme committee is not obliged to explain their decisions.

4.5
All DVD's s sent to the pre-selection will not be returned and will be added to the Festival`s archive.

4.6
The Festival presents films in their original languages with English and Polish subtitles. The Organizer prefers prints with English subtitles. Polish subtitles are presented using an electronic subtitling system. A dialogue list in the original language, the list of English subtitles (with time code), and an English subtitled DVD screener must be made available to the Festival.

4.7
For each selected film, the festival must receive: a synopsis of the film, stills from the film, a biography and filmography of the director, a full list of artistic and technical credits.

4.8
Each film will be presented no more than three times at the Festival.

4.9
The Festival Management makes the screening schedule.

5.
PROMOTION

5.1
The owners of the films participating in the Festival will receive a request to send publicity materials (posters, flyers, trailers, etc.)

5.2
Once the participation of the film is officially confirmed, the Organizer is qualified to use excerpts from the film (maximum 3 minutes); and to publish information about the film on the Festival website as well as in all printed promotional materials (such as the catalogue, the program brochure, press materials, etc.).

5.3
The Organizer reserves the right to use all publicity materials both during and after the Festival.

6.
TRANSPORTATION AND RESPONSIBILITY FOR THE PRINTS

6.1
The DCPs and prints should reach the Festival Office (in accordance with Shipping Instructions) by July 5, 2016.

6.2
The cost of the prints' transportation, if not agreed otherwise, is covered by the Festival:

a) to and from Poland, if the print is transported from and to the lending company (Producer/Sales Agent);

b) one way (to Poland only), if the print is transported along a chain of festivals.

6.3
The Festival will insure the integrity of film prints only from the time of delivery to the Festival to the time the print is delivered to a shipping agent for return.

6.4
The Organizer is responsible for the prints from the moment of pick-up from the shipper (when importing) to the moment of giving them to the shipper (when re-exporting). The Festival's responsibility for damage or loss of the print is limited to the cost of making a new print according to the present laboratory rate for making a standard print.

6.5
Damage to the film print must be reported to the Organizer within a month after return and prior to any following screening.

6.6
All prints will be returned by August 15, 2016 at the latest.

7.
RIGHTS TO THE FILM

7.1
Submission to the Festival is open to films, to which the Participants have the legal title, including copyright and related rights, which enable the submission of the film to the Festival, and the presentation of the film during the Festival. In particular, the Participant shall ensure, that:

1) He or she has the copyrights to the film (including each creative work used in the film), or appropriate licenses in that matter.

2) He or she has the related rights to the film, or appropriate licenses in that matter.

3) Distribution of images of persons in connection with the submission of the film to the Festival, or the presentation of the film during the Festival does not infringe the personal rights of the aforementioned persons.

7.2
The Organizer reserves the right to: refuse the film's qualification to the Festival, suspend the film's participation in the Festival, or to withdraw the film's participation in the Festival when the Organizer becomes aware that the submitted film, or its presentation during the Festival may infringe the copyrights, related rights, or the personal rights of any third parties.

7.3
In case of any third party undertakes a legal action against the Organizer due to infringement of the copyrights, the related rights to the film, or its particular elements, or that third party's personal rights, the Participant is obliged to compensate any loss suffered by the Organizer, and cover all costs related to that third party's claims (as regulated in the Polish Civil Code, Article 392).

8.
PERSONAL DATA

8.1
The participants shall authorize the Organizer to process personal data within the meaning of the Act of 29 August 1997 on the Protection of Personal Data (unified text: Journal of Laws of 2002 No 926, item 926, as amended).

8.2
The authorization of data shall apply to the personal data of the persons specified in the submission forms and of the persons on the payroll, in particular of the film creators and the performing artists.

The authorization shall cover the following personal data:

1) name and surname,

2) email address,

3) phone number,

4) profession.

8.3
The Organizer may process the personal data provided by the participants in order to be admitted to the competition and to screen the film.

8.4
The Organizer shall be entitled to further authorize the personal data to be processes by other entities, within the necessary scope.

9.
CONCLUSION

Entry and participation of films implies unconditional acceptance of the Regulations. In unspecified cases, the Director of the Festival will make a final decision.

Please mention: "without commercial value, for cultural purposes only" and mark: "No value" or not more than "10 US $"


* Competition awards are subject to taxation, according to art. 13, point 2 of the act on personal income tax concerning the participation in competitions in the fields of science, culture, art and journalism. The income tax rate for prize is 20% on the amount won, and it tax shall be deducted from the prizes before payment. For the avoidance of double taxation, the prize shall not be subject to taxation in Poland, if the directors of winning films deliver valid Certificate of Fiscal Residence to Festival Management (situated at: Zamenhofa 1, 00-153 Warsaw, Poland) before the prize money is paid. The New Horizons Association shall only deduct the amount stated in the submitted Cerificate.

** The winning films shall be distributed in Poland by the NEW HORIZONS Association. The NEW HORIZONS Association is a non-profit organization and has a limited budget for film purchases. If the requirements regarding the distribution's fee are higher than the Association's financial abilities, the film rights shall not be purchased.

Distribution award applies only to films that don't have Polish distributor.
